Marina Richter ist Geographin und Soziologin und forscht seit langem zu Themen der sozialen Ungleichheit und gesellschaftlichen Pluralität. Zu ihren Forschungsfeldern gehören Gefängnisse und andere Institutionen des Justizvollzugs, Migration und insbesondere auch Fragen von Geschlecht und Intersektionalität. Seit sie an der HES-SO Valais/Wallis ist, verbindet sie diese Themen mit der Sozialen Arbeit als Praxis aber auch als Forschungsperspektive.

Social Work in Swiss Prisons: Elements, Limits and Articulations

Background:

Social work has played an important role in the criminal justice system since the profession’s founding. As recent research indicates (Reamer 2004; Young 2015), carceral social work’s position in the criminal justice system is a difficult one, as the system currently adheres to principles of punitiveness, security and increased administrative demands. In addition, social workers only represent a small proportion of prison staff and therefore have limited resources for rehabilitative work. This poses a challenge not only to the carceral social work profession, but also to the rehabilitative
principle of the criminal justice system and of prisons in general.


Rationale:

Various questions arise. First, how can carceral social workers maintain and adhere to professional and ethical principles? Second, is carceral social work limited to social workers, or what constitutes social work or rehabilitative work in the prison setting? Finally, what are the elements and references of carceral social work? This project therefore conceptualises carceral social work not as an isolated practice, but as an agencement (Deleuze & Guattari 1980) that potentially extends beyond the prison walls and includes social work professionals and their practices, as well as the practices of other actors, and relates to the profession as a whole and its ethics and quality standards.


Objectives and aims:

The project is aimed, first, at conceptualising carceral social work in a novel way (agencement) that enhances its understanding in current society. Second, this focus shifts discussions about methods and instruments towards basic reasoning about the restorative function of the criminal justice system and carceral social work. Finally, the project is aimed at bridging the gap between social science research on social work and applied research aimed at practitioners by developing principles and instruments that enable carceral social work to fulfil its restorative function.
Methods. First, carceral social work will be studied in five selected prisons in Switzerland. Second, events during which carceral social work crystallises, such as specific interactions with prisoners or their preparation for prison exit, will be identified to discern other elements (ramifications) of carceral social work (e.g. organisations, other actors, legal texts, ethical principles) both inside and outside the prison. The methods used include shadowing (as a form of observation), in-depth interviewing, mapping (not only of places, but also of the elements of carceral social work) and document analysis. The project focuses on all actors within a prison, beginning with social workers and including prisoners, staff and volunteers.


Expected results:

The project will deliver evidence to critically evaluate carceral social work in times of increasing punitiveness, securitisation and administrative pressure. The results will further our understanding of carceral social work. In addition, the theoretical perspective of relational thinking (agencement) proposes a novel analytical view on the topic. Apart from providing evidence for researchers, the study will also support carceral work in political and practical terms because the project is aimed at development for practical application in carceral social work.

Le vécu de la probation. Une analyse comparative de l’expérience des personnes en libération conditionnelle astreintes: d'un suivi probatoire en Suisse romande et alémanique (EXPRO)

Le vécu des personnes en probation est encore peu exploré en Suisse. La recherche existante au niveau international montre des lacunes tant au plan théorique (flou notionnel), que méthodologique (recours presque exclusif des entretiens semi-structurés). Le présent projet contribue combler ces lacunes en adoptant une méthodologie multisensorielle pour explorer la situation de vie (actuelle) des personnes dans la phase transitoire entre l’incarcération et la liberté. Etant donné qu’en Suisse nous avons deux différents dispositifs encadrant l’exécution des sanctions, une comparaison est envisagé pour explorer l’impact du dispositif sur le vécu. Par l’emploi de méthodes visuelles et corporelles, le projet vise explorer les différentes dimensions du vécu et les appréhender dans leur globalité. Le plan de recherche prévoit un nombre total de 16 personnes dans deux cantons de la Suisse romande et alémanique et plusieurs étapes de récolte de données adoptant différentes méthodes incluant des approches visuelles et corporelles pour appréhender l’expérience au-del du récit réflexif.

Cercive Space-Time-Regimes: Comparing Configurations of Care and Constraint in Different Institutions

Every society has developed institutions for the integration and organisation of its members, including "specialised" ones for people who cannot be sufficiently integrated. The project examines four of them using qualitative methods. It focuses on the analysis of space-time regimes and questions of the exercise of coercion and care.

Such "special" institutions have a history. The prison, as Foucault or Goffman show, is a prominent example. Currently, it is being debated whether the principle of the prison also extends to other "special", (more or less) "total" institutions and whether society is undergoing a "carceral turn" - recognisable in the securitisation of many areas of life.

The project aims to: (1) understand the extent to which the "carceral turn" is affecting societies such as Switzerland and its institutions, and (2) identify, through the analysis of specific institutions, the extent to which they follow the prison principle in the implementation of their mission, which includes coercion and care, or are influenced by a "carceral turn".

To this end, the institutions of prison, psychiatric clinic, old people's centre and asylum centre will be examined to see how the organisation of members takes place in space and time and which regimes of coercion, characterised by the simultaneity and contradictoriness of restriction and care, can be observed. These regimes are characterised by their materiality, technology, practices, attitudes and perceptions of those affected and involved, and the social embeddedness of the institutions.

This study aims to contribute to a better understanding of such "special" institutions, to recognise the extent to which they exert coercion and how those affected and involved perceive and deal with this coercion. The general aim is also to contribute to the discussion of the role and logic of social institutions and the question of the extent of the "carceral turn" in contemporary society.

Ausgangslage

Aktuell findet trotz Corona-Krise im Oberwallis ein Wirtschaftswachstum statt, mit dem auch längerfristig gerechnet wird. Dies hängt insbesondere auch mit dem von Lonza angestossenen Grossprojekt IBEX zusammen. Durch IBEX werden neue Produktionsstätten gebaut, welche nicht nur mehr Arbeitsplätze beinhalten, sondern auch nach qualifizierten Arbeitskräften verlangen. Die ausgeschriebenen Stellen und das Werbematerial richten sich demnach an internationale Fachkräfte mit Tertiärausbildung. Neben Lonza suchen auch weitere Firmen wie Scintilla oder die MGB nach Fachkräften. Neben dieser Zuwanderung lässt sich parallel auch Abwanderung aus den Bergregionen beobachten. Die Bevölkerungsstruktur wird sich verändern und die Gemeinden stehen vor sehr unterschiedlichen Herausforderungen. Insbesondere wurde die Herausforderung der Integration der Zugewanderten erkannt. Die RWO begegnen dieser Herausforderung gemeinsam mit Gemeinden, Unternehmen und weiteren Akteuren im Projekt WIWA.

Projekt Soziallabor Oberwallis

Die Veränderungen in der ganzen Region betreffen nicht nur die Zugewanderten, sondern die Bevölkerung als Ganzes. Die Herausforderungen sind eine Chance, um über Entwicklungsmöglichkeiten, Formen des Zusammenlebens und gegenseitige Unterstützung nachzudenken. Wie können Gemeinden diese Entwicklung aktiv mitgestalten? In der Sozialen Arbeit wird ein solches aktives Gestalten "Sozialraumorientierung" genannt. Die Bedürfnisse der verschiedenen Akteure und insbesondere der einzelnen Menschen und alle vorhandenen Ressourcen werden in einem solchen Prozess sichtbar gemacht. Die Vernetzung von Personen und Institutionen wird aktiv angestrebt und methodisch begleitet. An diesem Punkt schliesst das Projekt Soziallabor an.

Projektziele

Sozialraumorientierte Entwicklungsprojekte in Gemeinden werden angestossen, begleitet und die Entwicklung wird dokumentiert. Die Gemeinden und damit ihre Bevölkerung gehen aus diesem partizipativen Prozess gestärkt hervor, indem Vernetzungen gefördert werden, Ressourcen optimal genutzt werden und ein Raum zur Entwicklung gemeinsamer Visionen und Projekte geschaffen wird. Soziale Innovationen werden in Form breit abgestützter Interventionen erprobt und Wissen in Form einer Toolbox (Good Practices) den teilnehmenden Gemeinden zugänglich gemacht.

Social Work in Closed Settings: Challenges for the Profession,

Social work is integrated into organisations that can be considered total institutions (Goffman 1977). The extent to which social work has become part of these organisations is illustrated by a quote from a social pedagogue from a correctional institution. "I am like a cog in the wheel" (Borchert 2016: 142). This may come as a surprise, because social work sees itself as a profession with multiple and conflicting obligations (triple mandate, Staub-Bernasconi 2014). In closed settings in particular, however, social work professionals are confronted with an additional form of obligation, namely to the organisation. This is particularly evident in the correctional system, where social work often takes on the institutional mistrust of the institution. Social work professionals become part of the organisation and share the institutional logic of "care" and "custody" of the correctional system (Marti, Hostettler and Richter 2017).

Aim | The project aims to analyse these ambivalences of triple mandate and a loyalty to the organisation. It deals with questions of the professional understanding of social work professionals in closed settings as well as with negotiation practices and the resulting shifts in meaning. The following questions guide the research:

  • How do social work professionals in closed settings define their professional understanding and which discursive patterns do they refer to?
  • What ambivalences do professional understanding, professional practice and the context of the organisation lead to?
  • How do social work professionals deal with these ambivalences and what creative shifts arise in practice as well as in discursive reasoning?

Zusammenfassung:

Die Anstalten der Orbe-Ebene (EPO) vereinen auf demselben Gelände drei Gefängnistypen mit unterschiedlichen Sicherheitsbedingungen: den «pénitencier de Bochuz» mit der höchsten Sicherheitsstufe, die «colonie fermée» (geschlossenes Haftregime) und die «colonie ouverte» (offenes Haftregime). Die geografische Nähe begünstigt den progressiven Strafvollzug. Die verschiedenen Anstalten verfügen über eine gemeinsame Führungsstruktur, die aus zwei Abteilungen besteht: die Abteilung Vollzug und die Abteilung Wiedereingliederung. Letztere beinhaltet die Sozialarbeit in den EPO und ist in zwei Sektoren unterteilt. Der Sozialdienst befasst sich mit der Regelung der Situation der inhaftierten Personen bei ihrer Ankunft, mit der Förderung der familiären Bindungen während der Haft und mit der Vorbereitung auf das Leben nach der Entlassung. Der Bereich «FAST» (Ausbildung, Animation, Sport und TV) wiederum organisiert alle Freizeit- und Ausbildungsangebote für die eingewiesenen Personen. Es zeigt sich, dass neben der Abteilung Wiedereingliederung auch andere Berufsgruppen, insbesondere das Aufsichtspersonal auch Aufgaben ausführen, die in gewissem Sinne «sozial» sind. In diesem Beitrag werden die verschiedenen Elemente beschrieben und zusammengeführt.

Time on parole is not only marked by the supervision and support of probation officers but constitutes a particular time in the concerned people’s lives. The experience of this transition period has constituted a topic of research, but most studies have neglected a thorough conceptualisation of the notion of experience and relied empirically on oral data such as interviews. We propose a conceptualisation of experience as lived and embodied, reflected and communicated, and, finally, sedimented. To capture these various dimensions, we developed a multisensorial methodology that explores emotions and places as well as narratives on the experience of the time on parole. Our results concentrate on a group of formerly incarcerated people who are rarely discussed in research: people who were well integrated into society before and who manage to organise their lives afterwards fairly well. They experience distinct challenges and encounter obstacles produced by the criminal justice system itself.

Social work’s role in managing the risk of recidivism is increasing in the Swiss penal system. With data from a qualitative study in two Swiss correctional facilities collected during 2019-2020, this article shows that prison social work has a triple role encompassing voluntary social assistance, tasks in relation to the execution of a sentence, and – in the focus of this article – relatively new tasks in line with the risk-minimizing reasoning in prisoner rehabilitative work. The risk-oriented approach, however, is conceptualized under the definitional power of forensic psychology, which assigns social work a subordinate, executing role. While issues of motivating involuntary clients to offence-centred work are intensely discussed in social workers’ reasoning regarding the risk-oriented work, critically questioning social work’s role in the tension between care and control is less evident in the data. We argue that to strengthen the profession’s positioning in the risk-minimizing set of tasks of carceral institutions, a broader interdisciplinary discourse within it is necessary which requires a clear and convincing statement of social work on its possible theoretical and methodical contribution in individual case work as well as on the level of the system as a whole.

Cet article s’intéresse aux expériences temporelles vécues par des personnes astreintes à un suivi probatoire en Suisse. Il permet de comprendre la manière dont cette période transitoire est vécue par les personnes concernées, tout en amenant un regard critique sur le cadrage institutionnel qui régit les suivis dans deux cantons suisses. Il montre que si les personnes en libération conditionnelle sont assujetties à un ordre temporel exogène, elles développent également des stratégies pour l’investir.

Demografischer Wandel, Straffälligkeit in höherem Alter und restriktive Entlassungspraxis sind Ursachen dafür, dass immer mehr Menschen bis zu ihrem Lebensende in gesicherten Räumen des Justizvollzugssystems untergebracht bleiben und in diesen Einrichtungen auch sterben. Da Institutionen des Justizvollzugs nicht als Orte des Sterbens konzipiert sind, stellt diese Entwicklung besondere Anforderungen an die Betroffenen, die Institutionen, die Mitarbeitenden und die Gesamtgesellschaft. Dieser Beitrag wirft zuerst einen Blick auf internationale Forschung und Praxis zu Fragen des Sterbens im Vollzug. Anschließend werden, auf der Basis von empirischer Forschung in der Schweiz, die aktuelle Situation aus unterschiedlichen Perspektiven dargestellt und Beispiele guter Praxis ausgeführt. Aus der internationalen Literatur und den Erkenntnissen eines empirisch fundierten Forschungsprojekts in der Schweiz, lassen sich theoretische und konzeptuelle Diskurse erörtern. Zudem werden Fragen der (juristischen) Möglichkeiten von Entlassungen in Zusammenhang mit dem Sterbeprozess gestellt und Möglichkeiten und Voraussetzungen für ein menschenwürdiges Sterben in Einrichtungen des Justizvollzugs dargelegt.

Betroffene erleben die Probezeit sehr unterschiedlich. Alle sind jedoch mit der Herausforderung konfrontiert, als stigmatisierte Personen den Weg zurück in die Gesellschaft zu finden. Le délai d’épreuve est vécu de manière très différente par les probationnaires. Tous sont cependant confrontés au défi de réussir à se réinsérer dans la société malgré la stigmatisation dont ils font l’objet. Pour ce faire, l’assistance de probation leur offre diverses formes de soutien, qui sont généralement appréciées, mais parfois aussi considérées comme limitées. Un projet de recherche a, par ailleurs, montré à quel point il est important pour eux qu’on prenne en compte leurs besoins et leur point de vue.

Social work has a long history of dealing with social issues and working towards an inclusive city. The complexity of these issues requires conceptual thinking that goes beyond “the human” and encompasses spatiality, materiality, as well as non‐human beings and their connectedness. I propose to explore “post”‐theories for this purpose, which constitute a major reconfiguration of thinking in the field of social work and research on social inclusion in general. This article outlines important elements of “post”‐theories that connect with major claims of social work such as the aim of social justice, empowerment, and ethical stances towards research and practice. It further outlines in which sense these elements connect with social work and what that could mean for analysing social problems and how to approach them. The contribution provides thoughts on how post‐humanism might provide inspiration to think as researchers and act as professionals concerning questions of social justice and inclusion.

While a broad debate on carceral geographies has been part of human geography and related disciplines in English-speaking academia, there are only scarce publications among German-speaking geographers. This special issue aims at bringing different researchers (Tobias Breuckmann, Julia Emprechtinger, Sarah Klosterkamp, Nadine Marquardt, Marco Nocente, Marina Richter and Anna Schliehe) and their rich and diverse research insights in the carceral field into a dialogue. What started with a session at the 2019 conference of German-speaking geography (Deutscher Kongress für Geographie), developed into a special issue that encompasses papers based on the contributions to the session as well as additional papers that round up the insights into current research in carceral geographies in German-speaking countries. The papers show the importance of applying a carceral geography perspective to research in German-speaking geography to focus on different institutions, places and spaces that share common carceral characteristics. In addition, the focus on German-speaking researchers also adds to the international debate on carceral geographies with specific insights from the national contexts.

Zusammenfassung:

The development of the health care system in Switzerland has recently been driven by different processes such as economic rationalization, bureaucratization, or digitalization, while maintaining professional notions of ‘good cure and care.’ Drawing on qualitative data from a Swiss acute hospital, we analyze how potentially market driven modes of governance manifest themselves in the everyday activities of nurses and physicians. We show how professional understandings of ‘good cure and care’ remain persistent and intermingle with logics that we call economic rationalities, manifesting in the four interrelated issues of financial pressure, bureaucratization, time pressure, and staff shortage.

Electronic monitoring (EM) serves as an alternative sanction to incarceration. An important aspect that remains only scarcely debated in the literature is EM’s punitiveness and, more specifically, exactly how punitive EM is in comparison to different forms of incarceration. Responding to this gap, we propose a systematic meta-analysis of relevant studies that scrutinizes and compares different studies on EM and its punitive effects (or perceptions of its degree of punitiveness) in relation to incarceration. Ultimately, there is no simple and straightforward answer: EM’s level of punitiveness differs with the various sociodemographic variables of respondents included in the studies and the various characteristics of the penal system. It is necessary to assess the degree of punitiveness of EM to determine the conditions under and terms with which it should be applied, for example, as a humane substitute for incarceration or as an additional pain of the penal system.

Zusammenfassung:

Social work in prisons not only works with and for people who are confined; it also constitutes a form of social work that is carried out under conditions of confinement. This article draws on carceral geography to understand the corporeal and spatial aspects of social work in prison settings. Based on insights from two prisons in Switzerland, we argue that understanding carceral social work as a spatial and materially situated practice helps to gain deep insight into the intricate layers of meaning and powerful modes of functioning of prisons and of the people involved. In particular, it shows how the way social work is carried out in prison is supported and strongly structured by the spatiality of the prison itself, allowing for counselling, desk-type social work, rather than for social work that actively initiates and creates spaces for encounters or activities.

In this article, we analyse two parallel processes taking place in the Swiss healthcare sector, namely differentiation and standardisation: On one hand, the health sector is increasingly characterised by differentiation that originates from the specialisation of training, the differentiation and academisation of nursing, the feminisation of medicine, the migration of healthcare personnel, and the entry of men into nursing professions. In addition, a new generation joining the health sector labour force is challenging taken-forgranted notions about health professions. On the other hand, healthcare organisations such as hospitals need to ensure they are functioning well by increasingly relying on standardisation processes such as checklists, standardised protocols, or ethical guidelines. For this paper, we have conducted an institutional ethnography of a Swiss acute hospital by employing an intersectional analysis. Based on interviews and shadowing, we argue that the social differences between and among nurses and physicians are constantly negotiated every day. We demonstrate that those differences lead to power imbalances along the intersectional axes of age, gender, place of education, and professional position. Our findings have implications for general debates in health-related fields; for management and organizational studies more in general; and in particular for feminist labour geographies, as they place debates on workrelations, power, hierarchy, and intersectional social differences into a specific organizational and spatial context.

Zusammenfassung:

The main goal of most systems of criminal justice and most corresponding institutions, such as prisons or forensic psychiatric hospitals, is to eventually release inmates and therefore organize rehabilitative work on the basis that, after their release, they should be able to live a life without further offending. On the contrary, for offenders whose future is constrained to custody and who therefore will most probably die in prison, reinsertion or rehabilitation is not an inherent goal of custody. The chapter will explore the reasons (ageing and health conditions, delinquency at a later age and, in particular, a restrictive system of sanctions and security measures) that lead to the increase of end of life cases in prisons. Insights into the situation in selected countries provide some statistical ground for a better understanding of the importance of the phenomenon as well as of differences in cross-national perspective. Different approaches in handling end of life in prisons and related ethical questions are discussed. These approaches deal with challenges on the level of the penitentiary system, on the organizational level of the single prison, for the day-to-day work of staff, and for fellow prisoners as well as for the dying prisoners themselves.

The specialisation of physicians but also of nurses is steadily increasing. What kind of tasks a person accomplishes within a hospital does not only depend on formal qualifications, but also on social categories such as gender, age, and migration as well as informal skills like work experience, language knowledge or one’s assertiveness.
