Des bénévoles sur l'Alpe. Une ethnographie de l'aide non-monétaire aux paysans de montagne en Valais

En Suisse, plusieurs programmes d’entraide non-monétaire issus des milieux associatifs et étatique soutiennent des paysans  dont les exploitations sont situées à plus de 800 mètres d’altitude, en leur procurant des ressources humaines. Ces dernières années en Valais, de nouvelles initiatives sont apparues pour venir en aide aux paysans de montagne dans leur travail quotidien. Ce projet s’intéresse à ces pratiques de volontariat en tant que « don aux étrangers », c’est-à-dire en tant qu’activités par lesquelles les humains donnent quelque chose d’eux-mêmes, de leur temps, de leurs gestes, de leurs paroles, à des inconnus et non pas à leur famille, de façon délibérée. Que « font » ces volontaires sur l’Alpe et qu’est-ce que leur présence et leurs relations permettent de produire ?
Le monde de l’agriculture de montagne – en tant que processus de co-dépendance qui implique les humains, les plantes, les sols, les animaux et de nombreux objets – est considéré ici à l’aune des relations de don. Le bénévolat en général et le bénévolat à la ferme plus précisément ont surtout été étudiés dans des pays dits du Sud, pour comprendre les activités et les motivations des bénévoles. Aucune étude ethnographique n’a été réalisée dans le domaine du bénévolat caritatif en faveur de paysans de montagne dans un pays riche. Dès lors, ethnographier « ce qui se donne » et « ce qui s’assemble » comme relations sociales et symboliques dans des programmes d’aide aux paysans de montagne en Suisse, entre bénévoles et montagnards, humains et non-humains, permet d’actualiser le rôle crucial du don dans le monde agricole de montagne, ainsi que les relations complexes d’égalité et d’inégalité qui lui sont sous-jacents. En rendant visible des assemblages relationnels inhabituels, parfois antagonistes, qui proposent une aide autre que financière aux paysans d’altitude, ce projet rompt avec les représentations ordinaires de la paysannerie de montagne. 
Que font les programmes d’aide non-monétaire aux paysans de montagne, en termes professionnel et relationnel, aux plans symbolique et identitaire, pour les parties humaines et non-humaines en présence, et comment ? Pour répondre à cette question, ce projet prévoit une immersion ethnographique de 10 mois dans 4 programmes de volontariat existant en Valais : Caritas-Montagnards (Caritas), Volontaires Montagne (Aide suisse à la montagne et Groupement suisse pour les régions de montagne, SAB), le Service civil suisse et Pastora Protect (Organisation Pour la Protection des Alpages suisses, OPPAL), ainsi que la réalisation de 124 entretiens approfondis avec des paysans, des volontaires et des officiels concernés par ces programmes. 
Les connaissances accumulées dans cette recherche ancrée dans les réalités paysannes constitueront une base solide pour l’élaboration d’actions sociales et politiques, publiques et parapubliques, qui permettront de contrer la précarité économique, psychique et sociale dans le monde agricole montagnard. Les résultats seront déterminants pour le renforcement et l’innovation des politiques de développement local ainsi que pour la mise sur pied de programmes durables de solidarité et d’entre-aide citoyennes, en adéquation avec les spécificités du terrain. Plus loin, cette recherche anthropologique originale autorise un élargissement au plan de l’Arc alpin qui est bienvenu pour saisir les enjeux liés aux difficultés rencontrées par les petites exploitations paysannes d’altitude et engager des politiques sociales et publiques adéquates en zone de montagne.

Global pastures - ethnographic explorations of Alpine grassland connections

This project responds to strong ecological concerns about environmental changes in the Alpine area and in particular to species loss. These have been the focus of ecologists for several decades but only now start to raise concern in the public sphere. A crucial aspect of this urgent subject matter is hardly perceived by scientists and the public: the concealed connections of fragile ecological areas with the global market. The proposed project wants to explore and understand these connections. 
We propose to focus our investigation on Swiss and northeast Italian semi-natural grasslands - a food resource for herded grazing cattle and sheep - and on those aspects of the international feeding industry and animal market that bear on species survival on these grasslands. Thus, our project deals with disparate, but connected fields and will provide insights concerning its two poles: the management of and practices on Alpine pastures and the far-reaching entanglements of global agrobusiness. We use grass as a non-human subject to glean more about the human world and propose a comparative ethnographic study of herding practices, grasslands and the international feeding and animal market in Switzerland and north-eastern Italy. To catalyse ethnographic knowledge, the project asks the following questions: What is to be learned from pasture grasslands when they are taken to be part of a ‘chain of relations’, interlinking people, animals and the international feed and food market? How are grasslands, still one of the world’s largest biomes, re-acting to changing human practices? How are pastures, animals, herders, the international feed industry, and the animals market interacting and co-depending?  Finally, what are the interdependencies of these local actors with the global ones, such as producers of concentrated cattle feed, and how do these grassland connections allow one to look beyond Alpine pastures and to relate global issues back to them?
To answer these questions, multi-sited ethnographic fieldwork with a multi-species approach will be conducted in several places in Switzerland (Grisons and in the Jura mountains) and in northeast Italy (South-Tyrol and Friuli) and with different types of actors: herders, animals, grass as well as representatives of the animal market and the feeding industry. Ethnographic fieldwork is conducted on certain high Alpine summer pastures, by accompanying several itinerant herders moving between higher and lower-lying pasturelands and with several feed production facilities and livestock auction houses. A total of 128 formal, semi-formal and life-story interviews are conducted to bridge the gaps between the disparate fields, bodies of knowledge and kind of actors involved.  Based on four different ethnographic situations in Italy and Switzerland the aim is to investigate this complex of questions comparatively.
This pioneering study on global grasslands makes the concealed interdependencies of local practices and global industries visible. It responds to the alarming results of ecologists' investigations on the loss of biodiversity, and to the "UN Decade of Ecosystem Restoration" (2021-2030) with its focus on grassland biomes. Taking Swiss and northeast Italian pasture grassland as a compass for this research project and its novel methodological approach makes it possible to determine significant factors, conducive for the maintenance of Alpine grasslands. This research is all the more profitable as it allows us to take into account concrete interdependencies between local pasture practices and the global agrobusiness and thus to identify potentials on a larger scale, notably concerning European environmental policies.

Devenir local en zone de montagne: diversification, gentrification, cohabitation. Une comparaison Alpes suisses-Pyrénées espagnoles

Ce projet répond aux fortes préoccupations sociales et politiques concernant les transformations rapides des zones de montagne. Celles-ci sont perceptibles à des niveaux visibles comme les constructions immobilières et le paysage ainsi que l’aménagement du territoire, mais cette recherche s’intéresse à une transformation moins visible et communément négligée : les nouvelles formes d’altérités sociales et culturelles qui recomposent aujourd’hui les populations montagnardes. 
En proposant une étude ethnographique comparative entre les Alpes-suisses et les Pyrénées espagnoles, ce projet contribue à combler un déficit, aussi bien au niveau heuristique que méthodologique. L’étude du rôle joué par la « nouvelle » population montagnarde dans les structures sociales, économiques et culturelles n’a pas été suffisamment abordée. Le montagnard a souvent été perçu comme un être dur et fermé et les villages de montagne considérés comme des petites communautés isolées où le contrôle social est fort. Dans ce projet, la prise en considération des résidents internationaux et nationaux, fixes, temporaires et multilocaux, ainsi que les nouvelles interactions qui recomposent le tissu local, défient ces conceptions. 
Considérant que la localité est avant tout une affaire de relations et de contexte et qu’elle se construit par et dans les situations d’interactions entre les divers résidents, nationaux ou non, ce projet pose les questions suivantes : Comment interagissent les « nouveaux » habitants avec les résidents de longue date et les institutions locales, et entre eux ? Quelles sont les modalités sociales, culturelles, politiques, économiques qui contribuent à la reproduction de la localité, comprise comme une propriété phénoménologique de la vie sociale, en zone de montagne ? Pour y répondre, une enquête de terrain ethnographique multi-située, menée sur deux sites en Valais (Entremont et Zermatt) et deux sites en Espagne (Val d’Aran et Basse-Cerdagne), a pour objectif de révéler comment différents sujets peuvent négocier leur identité en tant que « local » historique, aussi bien que sujet mondial, mobile et voyageur. L’enquête totalise 120 entretiens biographiques et 120 observations de situations-clés dans lesquelles différents résidents en zone de montagne entrent en relation avec d’autres résidents historiques ou non, temporaires ou permanents, sur leurs lieux de vie. A partir de quatre situations ethnographiques en zone de montagne, il s’agit de questionner les pratiques sociales qui façonnent quotidiennement ces lieux et leurs habitant.e.s. Comment plusieurs catégories de résidents (migrants, locaux, touristes) – entrent en relation, pratiquent et produisent le lieu ? En retour, comment le lieu agit-il sur leurs relations ? Ce projet inscrit la production de la localité dans le cadre d’une dialectique de relations et d’innovations culturelles, de (re)production sociale entre le local et le global.
Cette étude pionnière rend visible le pluralisme socioculturel dans les zones alpine et pyrénéenne. Elle permet de circonscrire les enjeux sociopolitiques liés aux transformations en cours et d’informer les gouvernances locales et nationales concernées. Une approche anthropologique comparative qui analyse la diversité socioculturelle en zone de montagne, tel un facteur de production de la localité dans un contexte global, est résolument novatrice. Cette comparaison est d’autant plus profitable qu’elle permet de rendre compte des pratiques concrètes de construction et reproduction du local dans les Alpes suisses et les Pyrénées espagnoles et ainsi repérer des tendances à plus grande échelle, notamment européenne.

Racines et boutures : les migrants et l'identité locale, analyse de cas dans le Valais

Description du projet: Nous voulons approcher la question du migrant à l'échelle de petites communautés sous un angle qualitatif et historique de manière interdisciplinaire (sociologie, anthropologie, histoire économique et sociale). Nous nous intéresserons - tant dans la longue durée que pour aujourd'hui aux parcours individuels, à l'insertion socioéconomique et aux recompositions identitaires. Pour l'époque contemporaine, plusieurs campagnes d'interviews seront conduites auprès de migrant'e's étrangers'ères de première génération qui ont fait le choix de s'installer depuis deux ou trois décennies dans les communes membres du Centre régional des populations alpines à Sembrancher. Cette recherche permettrait d'ajouter une touche importante à la compréhension d'une région qui se construit pièce par pièce avec cette fois-ci une perspective multifocale, interdisciplinaire et diachronique. Notre perspective met délibérément l'accent sur l'action et le regard des migrant'e's plutôt que sur la perception de ces migrant'e's par la population et les diverses autorités concernées. Pour ce faire, nous considérons que les problématiques de l'immigration s'incarnent dans les trajectoires particulières des migrant'e's et que la manière d'agir de ces derniers'ères révèlent des processus sociaux, économiques, politiques et culturels plus larges. En l'état, cette hypothèse centrale se décline en trois sous-hypothèses. a) Malgré l'apparente homogénéité du territoire observé, les conditions d'accueil dépendent du type de communauté dans laquelle les migrant'e's s'établissent. b) Les migrant'e's sont des facteurs importants de recomposition de la société d'accueil. c) La société locale exige du migrant ou de la migrante la capacité de moduler ses actions et de remodeler sans cesse son identité propre.

This chapter explores the concept of Glacial Intimacy to examine the evolving relationships between humans and glaciers in the Swiss Alps, particularly in the canton of Valais. Drawing on ethnographic fieldwork, interviews, and using a multi-sensory methodology, the study reveals how glaciers are more than geophysical entities; they are dynamic actors in local cultural practices, memories, and activism. By focusing on both local residents and urban climate activists, the chapter uncovers a complex interplay between personal attachments to glaciers and broader global narratives of climate change. Understanding these human-glacier relationships also sheds light on how mountain villagers are adapting and transforming in response to environmental and social shifts. Through ceremonies, rituals, funerals and everyday interactions, glaciers are seen as more-than-human beings that shape and are shaped by human experiences. The concept of Glacial Intimacy highlights the interconnectedness of these icy landscapes with belonging, memory, and the Anthropocene, urging a reconsideration of how glaciers are engaged with in both local and global contexts.

This article focuses on a mountain region in the Swiss Alps that has built an international name for itself since the 1960s upon a specific ski resort, Verbier. From the very beginning, the locals involved in the development of the place were risk-takers, revealing an entrepreneurial spirit that lasts up until now. Over time, the mountain resort has attracted outsiders who share a taste for risk-taking, not only in the field of sport but also in the worlds of finance, art or business. Some emblematic Verbier projects chosen for this article (Xtreme, E-Bike Festival, Art Summit, Mountain Hub) perfectly embody the concordance of interests between locals and non-locals when it comes to exploiting the mountain capital of the place. While highlighting the wider socio-economic and political context in which it is embedded, the paper emphasizes how the whole process of promoting Verbier internationally as a global playground for risk taking, through various win-win corporate strategies negotiated between locals and outsiders, might provide a kind of “vernacular cosmopolitanism”, or “rooted cosmopolitanism”. Beyond the specificity of the case study, it explores how global and local forces interact and intertwin to affect mountain locations and reshape the imaginaries and values of locality.

Eine Vielzahl von Berichten, die Mitte des 18. Jahrhunderts bis in die ersten Jahrzehnte des 20. Jahrhunderts hinein von Intellektuellen verfasst wurden, belegen den Prozess der Konstruktion einer «alpinen Rasse» in der Schweiz und hier insbesondere in den Walliser Alpen. Anhand von Reiseerzählungen (von Schriftsteller:innen, Gelehrten, Wissenschaftler:innen, Journalist:innen) und wissenschaftlichen Werken berichten die Erzählungen von verschiedenen Figuren einer «Bergrasse» und enthüllen damit zugleich die Vorstellungen, die diese «Rasse» während 200 Jahren erst hervorgebracht haben. Anhand der Texte wird deutlich, dass die Schweiz keinesfalls von den «grossen Rassentheorien», die im 19. Jahrhundert entstanden sind, isoliert war, sondern dass sie zu ihnen beigetragen ha.

For a number of migrant actors, bureaucratic processes related to immigration constitute the greater part of the route toward their aspired destination and significantly shape their experience of migration and forced immobility. This special issue takes a look at the meaningful ways in which migrant actors interact with immigration bureaucracies and at how administrative procedures, with their highly emotional potential, shape in turn the subjectivity, decisions and actions of migrant actors. All the articles here analyse immigration bureaucracy as a dynamic process mediated by a network of people and by material objects (for example, documents, forms). Whether work, marriage or refuge is the reason for migration, the period of waiting in administrative limbo — which can last years — is crucial to our understanding of the bureaucratic encounter as a social force. This issue, dedicated to migrants’ lived experience of paperwork, clerks and other immigration intermediaries, explores two aspects of migrant actors’ encounters with immigration bureaucracies that go beyond the specificities of each individual’s personal background and trajectory: the production of affects and bureaucratic agency; the former often being the driving force behind the latter.

This article analyses “what the mountain does” to people seeking asylum in Switzerland. It focuses on their experiences while they are accommodated in collective reception centres at high altitudes. At the level of Swiss society, asylum seekers are subject to an « integration » injunction, despite the uncertain outcome of their application. When the waiting and uncertainty imposed by the asylum procedure is experienced at an altitude of more than 1300 metres, the feeling of being kept away from life in urban centres is reinforced and the emotional burden exacerbated. The specific experiences of collective accommodation in the mountains, experienced by asylum seekers - and by the professionals or volunteers accompanying them - are expressed in their story telling of the place. Far from the tourist and romantic representations of the mountains, the oppositions between the top and the bottom (the valley and the plain), between the periphery and the centre (the mountain and the town) run repeatedly through the collected narratives. They maintain a representation of the mountain as a non-place of social life, an isolated place, as opposed to cities on the plain. When the reception "above" lasts, it sustains a process of social effacement « below» which makes the injunction to integrate into Swiss society eminently paradoxical.

Cet article analyse « ce que la montagne fait » aux personnes qui demandent l’asile en Suisse. Il s’intéresse à leur vécu lorsqu’elles sont hébergées dans des foyers d’accueil collectifs, en altitude. À l’échelle de la société suisse, les demandeur·es d’asile sont soumis·es à une injonction d’« intégration », malgré l'issue incertaine de leur requête. Lorsque l’attente et l’incertitude imposées par la procédure d’asile se vivent à plus de 1 300 mètres d’altitude, le sentiment d’être tenu à l’écart de la vie des centres urbains est renforcé et la charge émotionnelle exacerbée. Les expériences spécifiques de l’hébergement collectif en montagne, éprouvées par les requérant·es d’asile – et par les professionnel·les ou bénévoles qui les accompagnent – s’expriment dans leurs façons de dire le lieu. Loin des représentations touristiques et romantiques de la montagne, les oppositions entre le haut et le bas (la vallée et la plaine), entre la périphérie et le centre (la montagne et la ville) traversent avec récurrence les récits recueillis. Elles entretiennent une représentation de la montagne comme un non-lieu de vie sociale, un endroit isolé, par opposition aux villes en plaine. Lorsque l’accueil « en haut » se prolonge, il nourrit un processus d’effacement social « en bas » qui rend l’injonction à l’intégration dans la société suisse éminemment paradoxale.

This chapter proposes to overcome the common belief on living in the mountains while analysing the recent phenomenon of lifestyle migration to the Swiss Alps. Indeed, ‘for the past few years, the term “lifestyle migration” has been used to refer to an increasing number of people who take the decision to migrate based on their belief that there is a more fulfilling way of life available to them elsewhere’. That is the case of the Alpine region that became, over the course of thirty years, a privileged place to dwell.

Résumé:

This paper explores the process through which a white nation commonly considered as “raceless” is producing race and racism. Whiteness is a relevant concept to analyse the process of incorporating non-white minorities across everyday social interactions. It explores socio-cultural expressions of white normativity and possible interpretations of the notion of whiteness as an identity in Switzerland and beyond. The paper considers how non-white citizens with migration backgrounds incorporate themselves by adopting the dominant discourse that denies the presence of races and racism in the country. The Anthropological data and analysis illuminate how the participants make their settlement possible via presentations of self-alignment with Swissness/whiteness and misalignment with other immigrants. The paper discusses the process of reinforcing white national identity via the prevailing assumptions in Europe. It is designed from the reflexive viewpoint of a white anthropologist who collected subject narratives during fieldwork.
