Matthieu Bolay est anthropologue et professeur associé à la Haute Ecole Spécialisée de Suisse Occidentale - HETS Genève où il enseigne dans les modules Ethique et droit (F5) et Organisations (F9) en mobilisant l'anthropologie économique et de l'éthique. Il a obtenu son doctorat à l'Université de Neuchâtel et, avant de rejoindre la HETS, a travaillé à la London School of Economics (doc.mobility), à la HEP Fribourg, à l'Institut de Hautes Etudes Internationales et du Développement, et à l'Université de Berne où il dirige le projet FNS Ambizione "Arbitral Reasoning in the Legal Topographies of Global Extraction" (2022-2025).
Il mène des recherches en anthropologie économique et légale principalement. Ses intérêts de recherche et d'enseignement portent sur les politiques du savoir, la fabrication des normes (économiques, juridiques, éthiques) et les pratiques d'évaluation/valorisation, et leur interaction dans la gouvernance des chaînes d'approvisionnement, du travail, de la mobilité et des migrations.

Cet article interroge les recompositions récentes du champ du commerce de l’or au Mali (à Bamako) à la lumière de la compétition à laquelle se livrent des comptoirs d’exportation et des raffineries pour l’acquisition et la commercialisation d’or issu des mines artisanales dans un contexte de crise politique. Les stratégies contrastées des comptoirs, soit celles s’appuyant sur de complexes réseaux de supports et de dépendances, et des affineurs, soit celles prétendant s’inscrire dans le mouvement des chaînes d’approvisionnement dites « responsables », éclairent les enjeux de la réappropriation de la rhétorique du commerce responsable. L’article propose par ailleurs de mettre en relief les deux stratégies présentées au regard de l’actuelle ruée vers le Nord du pays, dans les zones administrées par différentes factions « rebelles ». Il pose ainsi la question de l’intégration nécessairement problématique de l’or de la ruée aux circuits commerciaux bamakois et pointe ainsi certaines ambiguïtés de la politique minière au Mali, en particulier vis-à-vis des régions du Nord du pays.

The expansion of gold mining in West Africa transforms miners’ relations to space and time as they move frequently from one mining site to the next. Whereas labor, reproduction, and social integration are expected to be durably organized through the social institutions of marriage, mentorship, and friendship, itinerant miners recast these institutions in a compressed and nonbinding form. As evictions from illegal mines multiply, miners create a life across ephemeral spaces by turning the financial and social resources accruing in intimacy into portable anchorages. They engage in relationships that mimic institutions of village life but whose significance is detached from long-term local prospects. Thus, young men find themselves constructing adult manhood while on an indefinite journey. Despite the risks and indeterminacy that characterize their labor, they seek to regain a sense of agency and reconcile antagonist temporalities and moralities of exchange that extraction progressively disrupts.

Résumé:

Since the rise of the gold price in 2000, artisanal and small-scale gold mining (ASGM) is a growing economic activity in developing countries. It represents a source of income for several millions of people in West Africa. Exploitation techniques have evolved from traditional gold panning to mechanization and use of chemical products that are harmful for the environment. Government strategies to control and regulate this activity are impeded by the difficulties to collect spatial information, due to the remote location and the mobile and informal natural of ASGM. Here we present and discuss the value of remote sensing techniques to complement the knowledge on artisanal mining impacts, including for detection of illegal sites, the evaluation of the degradation of soils and waters, the deforestation and the monitoring of expansion of ASGM with time. However, these techniques are blind regarding gender issues, labor relations, mobility, migration, and insecurity and need to be considered with knowledges from other disciplines. Remote sensing is also instilled with various powers accruing to those enabled to produce and interpret these data. Remote sensing should be therefore used in a reflexive manner that accounts for the social, ethical and political implications of ASGM governance informed by space observations.

Résumé:

L’anthropotechnologie concentre ses actions depuis trente ans sur l’étude et l’amélioration des conditions de travail et de vie des populations à travers le monde. Elle oriente les acteurs des processus de conception en les rendant attentifs au « facteur humain », à ses composantes sociales, culturelles et environnementales. Elle valorise par conséquent une conception des techniques respectueuse des personnes, de leurs manières de penser et d’agir dans des contextes spécifiques. Cet ouvrage relate l’évolution et l’institutionnalisation récente de cette discipline dans le monde de l’Université et des Hautes Ecoles. Des projets sont présentés et les dynamiques de coconception sont analysées. Toujours soucieuses de répondre aux contextes du terrain, ces dynamiques fédèrent des ensembles de compétences souvent antagonistes.
