Unlocking the potential : investigating the effectiveness of incentive scheme and the role of externalities in promoting energy retrofits among property owners in the Canton de Vaud

Energy renovation of buildings is today a key issue in Switzerland. It has considerable potential in terms of reducing energy consumption and greenhouse gas emissions. Despite the existing programs to incentivize property owners to renovate their buildings, the rate of energy renovation is far too low as compared to the expected objective. It is therefore essential to understand how to improve, strengthen or modify these incentive schemes. We assume that the positive externalities caused by energy renovation are too often omitted from the calculations, whether made by property owners or public policy.

Based on the existing literature, specific expert interviews with key stakeholders and survey data from property owners, the project aims at a better understanding of the underlying motivations and barriers of property owners that drive renovation schemes. In addition, our project aims at assessing the effectiveness of existing incentive schemes and in which way they could be improved. The insights gained by this project should help to reduce energy consumption and make existing energy supply systems more incentive-compatible, thus more resilient. Finally, the project will provide an important foundation for the acquisition of further research projects on the topic, which requires a lot of attention from the dide of researchers and practitioners, including policy makers.

Description du projet : En cet été 2022, les ilots de chaleur urbains se multiplient et les recherches de solutions pour en atténuer les conséquences deviennent impératives. Dans ce contexte, les toitures des bâtiments (environ 20 % des surfaces urbaines) constituent des espaces-clé d'une inéluctable mutation sociétale. Grâce aux projets menés ces dernières années, des toitures solaires végétalisées pilotes ont été développées à Genève. Elles comprennent différents types de panneaux solaires, matériaux recyclés et espèces végétales indigènes. Tirer les enseignements précis de ces réalisations en quantifiant leurs plus-values environnementales, énergétiques et biologiques, leurs coûts et leur acceptabilité sociétale pour permettre leur diffusion, est l'enjeu du projet TEXTS.

Assessing the market acceptance of an innovative home ownership model

In Switzerland, less than 40% of the population are homeowners, which is relatively low compared to the EU- 27 in particular. The conditions of access to homeownership in Switzerland are known to be very restrictive and among other factors due to high real estate prices and accordingly the necessity of high financial resources, in terms of income but also in terms of financial assets. Hence there is an interest and need to find alternative models for financing homeownership, without causing additional risk on the real estate market. However, the demand for these models remains to be studied. Evahomes is one of the new players in this market offering alternative solutions. This project is embedded in this context.

Potential Evahomes customers are active tenants, willing to become homeowners and who meet certain financial conditions - less restrictive than those applied by banks - in terms of income and wealth. Our objective was thus first to better understand the current dynamics of the real estate and mortgage market in Switzerland, but also and more importantly to obtain, process and analyse data on the characteristics and preferences of Evahomes’ target population. Additionally, we aimed at estimating the market potential of one of the innovative models proposed by the company specifically. In short, we wanted to better understand the market and provide valuable information to the development of the company and its innovative solutions.
