The right to housing is recognized in a number of international human rights instruments in the scope of the right to an adequate standard of living. According to UN Committee on Economic, Social and Cultural Rights, aspects of right to housing include: legal security of tenure; availability of services; materials; facilities and infrastructure; affordability; habitability; accessibility; location and cultural adequacy. All across Europe, policies and legal efforts are regularly deployed to ensure commitment to these aspects. However, it is known that major discrepancies in many of the cited aspects still occur between the average EU housing and that of specific social-ethnic-economic groups. It is important and relevant to note that many of the cited aspects may be, in terms of implementation, in opposition. For example, aspects regarding the physical object such as facilities and infrastructure, habitability and location, are systematically in competition with the affordability or cost. Furthermore, a new paradigm is raised when addressing these aspects with that of the climate emergency: design and build adequate housing that fulfills current and future social – health/well-being - economical - environmental challenges and paradigms at an affordable cost.
